Considerations for notarized documents:
Must be notarized by a currently commissioned Ohio notary public, Please note that in the case the notary is an attorney with a commission that does not expire, then there is no need to obtain County Clerk certification and can be apostilled straight at the SOS.
The Ohio Secretary of State no longer requires notary signatures to be certified by the County Clerk before to obtaining an Apostille because now the Secretary of State has all notary signatures on record for verification.
In the past in order to authenticate notarized documents by a non-attorney notary the Ohio secretary of state required the County Clerk notary certification, traditionally the office of the Ohio Secretary of State was able to certify notary signatures issued by attorneys because their signatures were on record, however signatures by non-attorney notaries were not acceptable for authenticate because their signature were not on record
